I do have ideas, which is that you almost certainly have an issue with a poor ground. I'm not 100% sure what you meant by "I then took the ground wire from the back of the Jeep and scraped the frame bottom" but you need to make sure your grounds are attached to bare metal surfaces and free of any paint, dirt or corrosion. Is that what you meant by scraping? If so, I'd go over it again and really give it a good, thorough cleaning.

If you haven't already, I would start by replacing that fuse. The # C56407 uses a 10 amp fuse. I'm assuming you repaired the short in the wiring as well so I would see if it works after the fuse is replaced. If it still doesn't work, it was probably damaged and should be replaced.

If the diode is bad then you can replace it with the Roadmaster Hy-Power Diodes (Qty 2) Item # RM-792. A bad diode does not allow current to flow in either direction. A multimeter will display OL in both directions when the diode is opened. A shorted diode has the same voltage drop reading (approximately 0.4v) in both directions. Since there are no pins for where the F107 and F109 fuses would install it makes me wonder if maybe a dealer installed an aftermarket wiring harness like the Curt # C56407 which doesn't require those fuses to operate.
